JM: Did you have regular access to telephones? Ray: In the dorms you can use the phones when count is
not going on. The cell blocks you can use the
phone when they let you out between counts but a
courtesy line is established by yelling and
calling a place in line. Hopefully everyone
follows the rules and doesn't cause a problem. Oscar: only at the assigned rec. times and there is
only one phone per wing Marshall: yes i had access to telephones
JM: What types of charges applied for calling people? How much money would you guess the average inmate spends per week on phone calls? Ray: The system that is used in CT is a prepaid
account where the callee puts money on the
inmates phone account so the inmate can make a 15
minute call. I believe you can call up to 3 times
per day. Some inmates can't deal with being away
from home so they call all the time. Some call
more than their maximum allowed by unsaid means. Oscar: the phones are too expensive and the average
inmate spends $35.00 on the phone with limited
calls Marshall: they charge through cards im sure inmates spent
20$+ a week on phone calls or more depending on how
long the calls are
JM: Did you need to buy phone cards to call out? Ray: No, just have money on the account and have
selected numbers to call Oscar: no we cant buy phone cards for calls Marshall: no but the person your calling does
JM: Did the jail screen your calls? Ray: Most of the time. The officers have a designated
post for that job. Oscar: yes you have to put in numbers to be approved
then they also record and monitor the calls Marshall: yes they do in every jail
